# Verified Semantic Runtime Roadmap

## Purpose

This roadmap defines a concrete 12-month path to integrate production operations with active research semantics in one runtime.

## Scope Baseline (May 2026)

- Operational infrastructure is production-ready for policy, signature, attestation, governance, nonce replay, SIEM, and WAL audit.
- Research semantics are in draft state and require runtime codification.
- Initial end-to-end conversion begins in the Flower security wrapper with semantic fragment validation and constraint-closure gating.

## Phase Plan

### Phase 1: Semantic Layering (Months 1-3)

Goal: replace generic model update labels with formally typed semantic fragments.

Actions:

- Define ontology-to-protocol mapping between Mereological Space Ontology and update metrics.
- Introduce semantic fragment schema (entity, relation, role, confidence, provenance).
- Enable deterministic event-sourced replay for semantic fragments.

Deliverables:

- Ontology mapping specification v1.
- Semantic fragment protocol profile v1.
- Replay harness with deterministic checks across environments.

Exit criteria:

- All critical update message classes mapped to ontology terms.
- Replay determinism verified in CI.
- No unresolved schema ambiguity in conformance tests.

### Phase 2: Verified Alignment (Months 4-6)

Goal: encode alignment constraints as executable admission rules.

Actions:

- Implement Inference as Constraint Closure in the admission pipeline.
- Attach closure checks before/alongside fast verification stages.
- Require machine-checkable alignment tags on update payloads.

Deliverables:

- Constraint closure checker and policy profile.
- Rejection taxonomy extensions for semantic/alignment failures.
- Adversarial alignment test suite.

Exit criteria:

- All violating updates rejected in adversarial tests.
- Latency budget remains inside service target.
- Audit trail captures exact constraint rejection reasons.

### Phase 3: Hardware-Backed Sovereignty (Months 7-9)

Goal: bind hardware attestation identity to logical identity continuity.

Actions:

- Couple XMSS TPM attestation claims to identity continuity checks.
- Add anti-rollback and anti-cloning protections.
- Verify continuity across restart, migration, and key-rotation events.

Deliverables:

- Hardware/logical identity binding profile v1.
- Continuity verifier implementation.
- Incident playbooks for identity divergence.

Exit criteria:

- No accepted update without valid hardware and logical continuity linkage.
- Identity migration test matrix passes.

### Phase 4: Global Deployment (Months 10-12+)

Goal: migrate domain repos into the Cognitive Runtime with controlled rollout.

Actions:

- Migrate Oncology first with dual-run and rollback checkpoints.
- Migrate Agriculture/Climate next after healthcare SLO pass.
- Bundle compliance and formal evidence artifacts per domain.

Deliverables:

- Domain migration runbooks.
- Runtime adapters and compatibility contracts.
- Formal assurance report for production readiness.

Exit criteria:

- Oncology cutover completed without critical regression.
- Agriculture/Climate pilot meets security and throughput thresholds.

## Risks and Controls

1. Computational overhead from cryptography plus semantic closure.
   - Control: phase-gated performance budgets and profiling in CI.
2. Draft maturity gaps in formal frameworks.
   - Control: core-constraints profile first; extended constraints gated.
3. Semantic drift between ontology and runtime protocol.
   - Control: strict schema versioning and replay-based regression tests.

## Kickoff Conversion Slice (Implemented Now)

The first conversion slice is implemented in the Flower security wrapper:

- Semantic fragment structural validation gate.
- Constraint-closure gate for required alignment tags.
- Policy toggles and thresholds for semantic enforcement.
- Rejection taxonomy entries for semantic and closure failures.
- Unit tests proving acceptance and rejection behavior.
